and thus make the code 3 times bigger for anyone who used
non runtime cpudetect?
i dont think this is a good idea
id rather see dsputil gain support to have things disabled at compiletime
that arent relevant for some target cpu. it would make ffmpeg quite a bit
smaller id guess. also if we could get rid of the calls and inline the
optimized code from dsputil for the non runtime cpudetect case we would
gain a bit speed for many codecs

Awnsering whenever a program halts or runs forever is
On a turing machine, in general impossible (turings halting problem).
On any real computer, always possible as a real computer has a finite number
of states N, and will either halt in less than N cycles or never halt.
