Patch is tested on two sample 4:2:0 files. I don't have a 4:1:1 clip to
test it against.

make fate passes on my machine (output attached). Most notably, these
test succeed: vsynth{1,2}-dv{,50}, lavf-dv_fmt, seek-dv{411,50,}_dv,
seek-lavf_dv
