While i guess this is a somewhat common platform, there is still a
failure building on mingw64.

After your revert of ec10a9ab461b26b96eff7bbbb8623f42d8ee04ad (dlltool
change), you also need to revert
417516f63f8a9ee214ee9fa6fcb483962ea0f096, or the generated library
files won't be valid.
