My vote is:

Yes

I think that all developers should be able to review and OK patches.
Patch monkeys should be just that, monkeys who commit/push patches
approved by other developers.
It would be good to allow every developer to be able to act as
patch-monkey too. It would allow restoring the rule that if there are
no objections in x days, then the developer can commit its own patch.
That rule was introduced for a reason and it  worked well.


Right now there are no written rules about the relation between
committer/developer/maintainer. This allows every committer to have
its own view of these relations and even change them on a whim.

In fact people who used to be developers, now have as much say in the
project as any random guy on this maillist. This includes the people
who signed for the change.

P.S.
Not having written rules is OK for a new project or fork of 7 people.
But if you want to pretend that you are successor of FFmpeg and if you
want to keep the community, you will need to set things straight.
(Well, it may already be too late.)
