[FFmpeg-devel] Submitting a change

I recently started using an LGPL build of FFmpeg in my software. For it to
work properly with my software I had to a make a small change to one of the
filters in libavcodec. (h264_mp4toannexb_bsf.c) I would like to submit my
change to the project so that future builds might include it by default.
However I'm not sure exactly how I do that. Can anyone advise me on the
proper procedure for submitting a change to the FFmpeg project?
