Yes, well your "who do I talk to?" was directed at "the undersigned",
if I recall correctly, and sort of implies private communication.

I wasn't sure either, but thought I'd give it a shot by ignoring
flamewars and discussions of the past. I thought I had a pretty good
initial proposal. ( I wouldn't have suggested it otherwise).
