I prefer applying my own patches myself.
But I won't get angry if reviewer apply my patches.

Overall, I think reviewer should just use common-sense. If submitter is
know for applying his patches properly, in a timely maner, etc, reviewer
can simply ok the patch, else reviewer should also push it.
