you might also want to look at output_packet() of libavformat/mpegenc.c
which handles this in mpeg-PS simply by outputing based on the
buffer fullness. This works because the closer dts are to SCR (PCR here)
the closer the buffers are to being empty.

also indention depth should be 4 in ffmpeg.
