I'm sorry but I have to disagree. I've checked 2 things:

(1) The official DTS-HD spec clearly indicates that the core comes first.
See "Figure 7-1: Organization of the DTS-HD stream".
(2) I've looked at a raw DTS-HD file coming out of the official DTS-HD
encoder - and it starts with a core frame.
