I'm not really sure about this. That file was meant to document *the
library*, while filters documentation reside in a separated file.

A good idea may be to rework the file and call it "Filtering" (the
current content seems generic enough, and seems useful even for the
non-programmer user.

So in the end you could change the name to "Filtering Documentation",
and later we can rework the libavfilter.html file (and maybe merge it
in "filters.texi").
