[FFmpeg-devel] Single GPL License Instead of All

Hi,

I'm wondering if FFmpeg can be completely licensed under the GPL?

I would like to include just the gpl-3.0.txt instead of all of the 
license files that come with the external libraries that I compile into 
FFmpeg.

Is this legally compliant?
