It is not. Do you think it should? I usually try to adhere to Postel's
motto: be conservative in what you send and liberal in what you accept.
Since it is the decoder, I believe it is best to accept malformed files with
long keywords. It I were tweaking the encoder, I would enforce the
limitation (possibly depending on the "strict" setting).
