Your probably the third people on this list reading that and
coming to the wrong conclusions.
That is only normal AVC-Intra that includes SPS/PPS normally.
The problem is with those that don't.
I am a bit surprised about #1666, because I thought that AVC-Intra
variants with ai* fourccs would actually always contain SPS/PPS and
thus play without hacks (I presume whoever added those tags tested
them...).
