i386 is the default value for -march when you use the precompiled gcc version
offered on mingw32's website, which is why the ticket was created in the first
place.
I'm sure some old debian versions also do the same, though. It's a matter of 
compiling gcc with i386-xxx-xxx as target. It's not a problem with mingw32 
itself.

I agree that we should recommend mingw-w64 over mingw32, but until something 
is introduced that really doesn't work with it we should not drop support.
