For example, "Zeranoe FFmpeg Windows builds" do not have opencl
enabled by default, and I'm not aware of any other public ffmpeg
release with opencl enabled.

opencl.h header is installed by the video card driver, not by ffmpeg.

This is kinda off the topic now.  But what really important is,
ffmpeg-ocl module is an independent piece of code in ffmpeg submitted
10 months ago unchanged since then, now we are ready to update it with
both performance and functionality boost.  OpenCL in general is still
evolving in both software and hardware, I don't see any reason we
shouldn't update this module timely.
