ideally, maintainers should review and apply patches, yes

create a public git clone of ffmpeg, (github is the most popular
place but you can use anything you like)
apply/push all patch(es) you belive are ok, have been reviewed and
tested to github
then ask me to merge/pull the changes

also please make sure the changes are clean and there are no unneeded
random merge commits
