For that, I believe you can use the trim filter.

Also, it seems you are trying to solve in the concat demuxer a problem that
is caused by lavfi (missing features or forgotten options). I agree that the
concat demuxer can benefit by having more options, but in this particular
instance, working with lavfi (either the device or the framework) seems a
better approach.
