No, there's some confusion here. 608 and 708 are completely unrelated
(tecnically I mean). 708 does not mandate 608 anywhere (even though it
describes how to preserve 608 data and in what order -if present- the
data should appear). In general, these kind of mandates would appear
in FCC's documents, not the standards.
