Please keep the default what it was previously, i.e. LIBDIR/pkgconfig,
similar to how it is done for shlibdir, which defaults to LIBDIR.
That is, if one configures with --libdir=SOMEDIR the pkg-config files
should be installed into SOMEDIR/pkgconfig without the need to specifiy
pkgconfigdir explicitly.
