You cannot choose members one by one and not also occasionally say
"no" to some candidates. Thats implied by the act of choosing or
co-optation otherwise it would be "anyone asking is granted membership"

saying "no" to a candidate here does not require prior problems or
hate between the people but it will lead to that afterwards at least
to some extend. very little in some, quite a bit in others.
people have different points of view, and two people can differ
easily in oppinion if someone is a active contributor or not

it was intended to be a guideline not a objective condition
a guideline to base objective conditions on
a guideline that objective conditions could be checked against
