The commit message should describe exactly what the test is about and
why it's needed. The issue tracker might be long gone when someone hits
this when running "git blame", besides it's annoying to look up the
issue and to understand it. (You'd have to read the entire issue, which
in general will be full of confusion until the real cause is found.
Understanding it from scratch is a lot different from when you already
know what's it about.)
