In my experience, the conference organizers will sort those out in January, so 
not yet. But having said that, if I don't get any volunteer other than me, I 
won't apply for one anyway (or I will, but on behalf of VideoLAN, not FFmpeg).

Two people is the bare functional minimum, 3-4 is best.
