Can you point to where he blocked such a move? Being vocally against it
isn't blocking as he can easily get outvoted.
Afair, the main arguments against that move was the need to use web
interfaces for tasks that until now were handled with a command line.
But otherwise, it's been mentioned in every meeting and the only thing
missing is a vote for it, and probably deciding where it would be hosted.

I agree with this, and I'd like to move to gitlab or a similar MR based
solution with integrated CI soon.
