  Use av_clip_int16() in FIX15(). Output will differ now in some cases,
    but the AC3 regtest is unchanged.

  Use lrintf() in FIX15() macro. This matches the float-to-int16
    conversion in audioconvert.c. Regression reference updated.

  cosmetics: more pretty-printing

  simplify precision normalization calculation

  Port encode_exp() changes from Aften. 58% faster in function. old:
    55303 dezicycles in encode_exp, 8191 runs, 1 skips new: 23030
    dezicycles in encode_exp, 8192 runs, 0 skips
