Comment (by reimar):

 The "Subtitle encoding failed" is due to the decode PGS packets that do
 not contain any rects, the dvdsub encoder cannot handle them.
 If you change the condition to return 0 it will continue to encode, though
 I don't know if the result is usable/playable.
