Comment:

 The "slow" sample has one keyframe (at 0:00) before your desired seeking
 end-point, the "fast" sample has eleven, one of them less than half a
 second before your seeking destination. In both cases, frames have to be
 decoded to be able to decode the frame that you want to seek to, in one
 case ~10, in the other ~250.
 I don't think this can be "fixed".
