 What is correct or not is just a matter of definition. In this case, it
 was decided that this is the way attached pictures are being handled, so
 the behaviour of avformat is indeed correct in its context.

 You should shift your focus on figuring out what can be done in your
 workflow to deal with these attached picture video streams, and/or how
 ffmpeg (the application) should handle them when re-encoding/re-muxing.
