 Sorry, I don't understand your question...  Regression?

 When using your suggested options:  -vcodec mpeg4 -strict -2 -acodec aac,
 ffmpeg nearly always generates each of the 4 files @ segment_time.
 However, a file is occasionally generated @ segment_time - 1.
