 I've just encoded the original file with ffmpeg 1.0, the file playback
 stuck on 2nd second even on Flash Player 11.7. Newer ffmpeg versions
 (1.1.2, 1.2.1) produce more correct MP4 files that are playable for Flash
 Player 11.2+.

 Probably it can help you to identify the issue.
