Summary of the bug: Sometime after 3/28/2013, the UT Video decoder was
broken.
How to reproduce:
This happens with any UT Video source I tried. You can use FFmpeg to make
a new one...that causes the problem too. Encoding is fine...if I encode
with current FFmpeg and decode with the version I have from 3/28, the
output is correct.
