 Actually, the instability happens transient high bit demand (ie: when a
 transient signal induces the bit allocator into allocating bits from the
 reservoir). That results in lower quality of following windows, and
 twoloop fails to avoid holes in those situations, creating holes that
 shouldn't be there, hence the instability.
