 The feature would make ffmpeg/ffplay produce the blank output (empty/black
 video frames + audio silence) at those time points where it has got no
 valid input to process to create the output.

 For example, when ffmpeg is re-broadcasting or re-encoding a live input
 (from url) and the input starts choking, skipping or needs reconnecting
 and such stuff.

 The feature would make sure that media players, receiving the output from
 ffmpeg, will still continue playing some (empty) content in that period.
