 Just wanted to post an update:

 It seems as if there are other people getting closer to a working solution
 for a demuxer:

 There is a working manifest parser in my Github repo, but the referenced
 thread on ffmpeg-devel seems to be about a patch which actually performs
 demuxing. Unfortunately it seems as if the code is only in a patch being
 sent back and forth, and not in a branch on github.
