Maybe audio drivers just fail at it or the two HDMI receivers I tested
were bad at their job, but at least on Windows trying to send different
layouts of the same channel count usually results in the same layout being
used for all variants, which is why I added a mode to pad it with empty
channels to one of the "standard" modes.
