 From a end-user perspective, is there a way to tell ffmpeg to normalize
 the framerate if it exceeds a certain threshold?

 ex: -max-fps=5


 In our current usage scenario having ffmpeg encode 1 frame per 11 minutes
 creates a denial of service.
