Comment:

 Reproduced. The bitrate of the MPEG TS stream seems to be approx. 600
 kbps, which suggests there indeed is a video stream we fail to detect for
 some reason.

 On the HLS playlist there does not seem to be any features we are missing
 or anything else unusual, so this requires some more investigation.
