H.264 MP4s encoded with "-x264opts stitchable=1" are supposed to be
validly concatenatable as I have stated above, have you read? It works in
2.8.6. Could you explain what is wrong with this?

Please ignore what you do not need.
Building instructions are provided in comments just to stress the fact
that it works in latest git master with no *special* options.
Terribly sorry if provided build instructions distract you to the degree
of making this ticket invalid for you.
