Comment:

 Isn't this an issue with the tool you referred to rather than `ffmpeg`?
 Vorbis in WAV? I doubt whatever tool you referred to can handle that. If
 you want Vorbis use `.oga`. If you want WAV then remove `-c:a libvorbis`.
