 I see this bug made it into the 3.3 release version.

 I affects simple use cases such as adjusting the volume of a media file:
 i.e, re-encode the audio stream via a volume filter while copying the
 video stream.  This results in corrupted video - the first two frames are
 lost - and playback is corrupt until the second I-frame.
