 Repeated frames don't cause a crash.

 FFmpeg fails to decode some frames in the attached input file, which leads
 to a freeze/repeated frame in the output.

 Chrome, which uses FFmpeg as a decoder on OS X, either suffers from the
 same freeze/repeated frame issue when playing the file, or the video
 decoding pipeline crashes completely, dependant on whether hardware
 acceleration is available or not. See

 Chrome bug report.
