 I have same issue with MSS 2017 R3 and last ffmpeg N-87031-gf3913dc.
 With older ffmpeg version N-87031-gf3913dc QSV works.
 Hardware is capable of full hardware acceleration, this is any bug in
 ffmpeg. :/
