Yes it does. That's what Chromium usually uses.

Patent royalties - most of AAC basic patents have expired now, and Red Hat
have prepared a stripped version of fdk-aac which avoids any of the still
live IP, allowing you to ship a royalty free AAC decoder and encoder pair,
although not 100% accurate reproduction, it can save royalties depending
what you're doing.
