 PNSR is not supported by Intel MSDK. QP is supported by lastest MSDK
 now(see: https://github.com/Intel-Media-
 SDK/MediaSDK/commit/f7ba75123290cb09b50f683f9c06363370eff341). Will add
 this in ffmpeg level.
