 @oromit: -r 50 on input works (I have found this also myself) BUT, at
 least in my case, output has audio/video sync issues when I use -r 50 in
 input. -r 50 as output used to work but not after the above mentioned
 commit. I still use ffmpeg 3.3.8 with -r 50 as output and works fine. -r
 50 AFTER above commit does nothing - same result as if it wasn't used.

 Are you sure you don't have audio/video sync issues with -r 50 as input
 flag?
