 In case any dev is following this, I made some progress finding the root
 of the issue. -r 50 on output does not always make ffmpeg to drop frames
 with cuvid's deint adaptive enabled. It does drop frames if original input
 is encoded as MBAFF. If original input is encoded as PAFF, then -r 50 on
 output does NOT drop frames and works as expected.
 Hope this helps. I can provide two sample files if needed, one that drops
 frames on output and one that doesn't.
