 You've read the issue summary that this is about opus, not FLAC?

 FLAC like e.g. PCM WAV or any other loslessly compressed audio will
 typically never have gapless playback issues per se.

 And since encoding was done with the reference encoder, the bug is in
 ffmpeg's decoder.
