 Please, add an option for specifying the maximum allowed bitrate for the
 libfdk-aac encoder backend.

 This option would be useful for limiting the maximum size of the encoded
 AAC frame. Such a limit is needed when the encoded frame needs to fit in a
 limited MTU.
