 Summary of the bug:

 How to reproduce: Have an IP that's listed in spamcannibal, try to get it
 removed, find the page is owned by domain squatters but the blocklist is
 still working (????)

 Trac threw up additional captcha checks for me, apparently my static IP is
 in whatever RBL this is/was. There's no way to remove any listing from
 this blocklist.
