 Summary of the bug:
 "-c:v libtheora" ruins the video output (garbled, dropped frames, etc.) on
 my end with ffmpeg 4.1.0 or newer. No issue with 4.0.2 or older.

 How to reproduce:
 Encode any video file to .ogv container with "-c:v libtheora" codec option
 using ffmpeg 4.1.0 or newer.
