There is no "bug", or even any "change".
Which driver version is required depends on how the binary was build. If
you build it with the very latest version of the NVENC/NVDEC headers, then
it'll require a very recent driver. But the code, both 4.3 and git master
still work with older versions of those headers, just like before.
In short, this is down to the binaries you are using, and not anything in
the FFmpeg code. FFmpeg does not officially distribute any binaries.
